825,000 New Homes. One Decade.

Saudi Arabia is in the middle of one of the most ambitious residential delivery programmes in history.

According to Knight Frank, the Kingdom needs to build approximately 825,000 new homes by 2030 - requiring more than 115,000 units delivered every year. The National Housing Company alone is targeting 600,000 homes, with around 300,000 already delivered or in active delivery by end 2025. Homeownership has risen from 47% in 2016 to 65.4% in 2024, ahead of its interim targets and closing in on the Vision 2030 goal of 70%.

The scale of what is being achieved is genuinely extraordinary. The question the sector has not yet fully answered is what happens to the people who move into those homes.

Delivery at Scale Is Not the Same as Experience at Scale

Getting homes built and getting the experience of living in them right, are two different disciplines. The first is a planning, construction, logistics and finance challenge. The second is a human one.

When a national programme delivers hundreds of thousands of homes in a compressed timeframe, the pressure falls on construction speed, regulatory compliance and transaction volume. Customer experience - how residents are prepared, supported and cared for through completion, move-in and the defect liability period that follows - is rarely given the same structural attention.

In the UK, where residential delivery operates at a fraction of this scale, the Home Builders Federation found in 2025 that 93.7% of new build buyers still report defects after moving in. The systems and disciplines that prevent that outcome - proactive quality assurance, structured handover programmes, customer care frameworks - are still far from universal.

Saudi Arabia is building faster and at greater volume. The risk of that gap is proportionally larger.

It is easy, at the scale Vision 2030 operates, to think in units. In completions. In homeownership percentages.

That is not a sentimental observation. It is a commercial one. The long-term success of any residential programme - government-backed or private - depends on the confidence of the people living in it. Residents who experience poor quality at handover, who cannot get defects resolved, who feel unheard after moving in, do not become advocates. They become a reputational and operational cost.

The Kingdom's Vision 2030 Housing Programme has explicitly set citizen satisfaction as a key performance indicator. That ambition is right. Achieving it at scale requires the same rigour applied to quality assurance and customer care as is applied to construction volume and financing.

Delivering homes well at scale is not an unsolved problem. The disciplines exist. What the best residential markets have learned - the build-to-rent sector, premium for-sale developers, large-scale mixed-use schemes - is that quality and customer experience must be designed into operational delivery, not added at the end. Proactive quality assurance embedded alongside the main contractor - not after them - resolves defects before residents arrive. 

Structured customer care mobilised months before practical completion means residents are prepared, informed and supported from day one. Digital defect management creates accountability and transparency across large, multi-phase programmes where informal processes inevitably break down. These are not luxury additions. They are the operational infrastructure that makes residential delivery sustainable - for developers, for operators and for the residents who make a programme's outcomes real.

What Hospitality Has Always Known That Residential Property Is Still Learning

When our Customer First Forum asked delegates which industries do customer experience brilliantly, three answers came back consistently: hotels, restaurants and tech platforms.

Not because those industries are simpler. Because they have made a structural decision that residential property has not yet fully made: that the experience of their customer is a product in its own right, not a byproduct of the thing they are actually selling.

The most cited example in CX is the Ritz-Carlton. Every employee is empowered to spend up to $2,000 per guest to resolve a complaint - no manager sign-off required. The Gold Standards that govern their service are not aspirational values. They are operational frameworks, embedded in daily practice across every property worldwide.

The result is not just satisfied guests. It is guests who return, who refer, and who pay a premium because they trust that whatever happens, it will be handled. McKinsey's research found that 70% of purchasing decisions are based on how a customer feels they are being treated - not what they are being sold.

Residential property sells a home. Hospitality sells a feeling of being cared for. The best residential developers and operators understand that they are in both businesses simultaneously - and that the second one is where loyalty, advocacy and long-term value are built.

Our Customer First Forum research found that only 40% of residential developers consider CX at the design or planning stage. The implication is that 60% are making decisions that will directly shape the resident experience without a structured framework for understanding what that experience should be.

The average CX score given by Forum delegates for how well residential development competes on customer experience was 4.5 out of 10.

Hospitality would not accept that score. It would treat it as a business emergency.

Move-in experiences designed around contractor handover logic, not resident readiness

Defect management processes that are efficient for the developer and opaque for the resident

Communication that is reactive rather than proactive - residents chasing updates rather than receiving them

Customer care teams trained on process but not on empathy, ownership or resolution under pressure

A well-run hotel would have resolved all four before the guest arrived at the front desk.

Three Things Residential Can Borrow Today

Empower the people closest to the resident. Ritz-Carlton's $2,000 principle works because resolution authority sits with the person who has the relationship. In residential, that is the customer care team. When they can make decisions - offer goodwill, escalate proactively, commit to a timeline - without waiting for approval chains, response times improve and resident sentiment shifts.

Design the journey before it happens. Hotels map every stage of the guest experience before a single booking is taken. The best residential operators do the same: journey mapping that identifies emotional pressure points at reservation, exchange, completion, move-in and beyond, and designs the response to each before the moment arrives. 

Measure what residents feel, not just what you deliver. NPS, satisfaction surveys and sentiment tracking are standard in hospitality. In residential they are still inconsistently applied. Without measurement, improvement is anecdotal. The developers who know how their residents feel at every stage of the lifecycle are the ones who can respond to that data systematically.

The Competitive Advantage Is Still Available

In hospitality, the CX bar is high and the competition for service distinction is fierce. In residential, the bar is lower and the opportunity is correspondingly larger.

That advantage does not require a $2,000 empowerment budget. It requires a decision: that the experience of living in a home matters as much as the process of building it. And that decision needs to be made at the start of the development lifecycle, not at practical completion.

Among the digital revolution, it’s easy for businesses to get caught up in the next big thing. ‘I need an app for this’ or ‘we should be using this platform’ are phrases we hear all too often at Conductor, but you have to ask yourself the question ‘is it right for my customer?’ The customer experience (CX) should lead your decision-making, it helps to ensure you provide your clients with the best solutions to enable superb customer service. As David Rusenko, founder of Weebly puts it “you’re never too small to think about customer experience”.

Don’t underestimate the importance of consumer endorsement

This point becomes all the more relevant when considered alongside the results of SurveyMonkey’s recent analysis into consumer trust which states that 82% of customers trust other customers over the brand itself.

Consider how many times you will Google a brand, product or person before making your decision to purchase from them. The old rule ‘there’s no such thing as bad publicity’ doesn’t apply to customer ratings.

The value of endorsement from your customers is therefore vital and it won’t come from your product alone.

Customer experience needs to cover all touchpoints, your customers need to have a consistently ‘good’ experience throughout every interaction with your brand and at every stage of the customer journey, from posts on social media through to visits to a physical space.

Power is now in the hands of the consumer, and with multiple on and offline platforms and channels garnering feedback every day – businesses need to try harder than ever to combat negative experiences and feedback.

With bots and platforms serving every one of life’s requirements, there was much talk in Lisbon around the need to introduce the ‘human touch’ far sooner than many companies think. While ‘automating the tedious’ is beneficial to the business, having a helping hand from a human is crucial. At the end of the day, we all want to go away feeling like the brands we interact with care about us.

The days are numbered for brands relying solely on consumers staying loyal due to their visual identity. Brand loyalty stems from the experience customers receive, not on the celebrity featured in the ad campaign.

Don’t rely solely on customer archetypes

A human-centric approach is what’s required for building both trust and brand equity, but the reality is there is no longer such a thing as an ‘archetypical customer’. Customer needs vary depending on time and context. And with today’s technologies, businesses now can see and act on these fluctuations in the moment. Customers are increasingly expecting all companies to do just that, both in their marketing efforts and in the experiences they offer.

To become a human-led business, companies should expand their thinking to include the following:

Purpose: Customers should feel that the company shares and advances their values.

Pride: Customers should feel proud and inspired to use the company’s products and services.

Partnership: Customers should feel the company relates to and works well with them.

Protection: Customers should feel secure when doing business with the company.

Personalisation: Customers should feel their experiences with the company are continuously tailored to their wants, needs, and priorities.

These five characteristics form a simple and comprehensive test of relevance. The first four extend from the top to the bottom of the psychological hierarchy — from what Maslow called “self-actualisation” or fulfilling your full potential. The fifth, personalisation, enables companies to connect with customers around any of these needs.

Knowing your customers is crucial to achieving this. – know your customer and provide them with an amazing experience and the rewards will follow.

The Hidden Cost of Poor Customer Experience in Residential Development

Poor customer experience in residential development is rarely framed as a financial problem. It should be.

The costs are real, they are measurable, and they accumulate across every stage of the delivery lifecycle - from completion through to the end of the defect liability period and beyond. Most developers absorb them without ever calculating what they actually amount to.

Start with the most visible line: remedial works due to poor quality. When snags and defects are not identified before handover, contractors return to occupied homes. Access must be coordinated with residents. Works must be phased around people's lives. The direct cost of that remediation is higher than pre-completion resolution in almost every case - more complex, more disruptive, more relationship-damaging.

Then there is the customer care overhead. Every unresolved snag generates a call, an email, a chaser. Every missed appointment generates a complaint. Every complaint that escalates generates a formal response, potentially a legal review, and in the worst cases, a claim under the New Homes Ombudsman Service - where the maximum award for homes reserved from January 2024 is £50,000.

PwC's research found that 32% of customers would stop doing business with a brand they loved after just one bad experience. In residential property, a bad experience at handover does not just lose advocacy or a re-let. It generates negative online reviews, hostile word-of-mouth during an active sales campaign, and the kind of social media presence that depresses reservation velocity on future phases.

The financial case for structured CX is not theoretical. Research by Frederick Reichheld of Bain & Company - cited extensively by Harvard Business Review - demonstrated that a 5% increase in customer retention can boost profits by between 25% and 95%. The principle is directly applicable to residential: repeat clients, referrals and a reputation that reduces the cost of future sales are worth far more than the investment required to deliver a better handover experience.

In the UK's build-to-rent sector, where retention is a primary performance metric, the connection between resident experience and asset performance is better understood. BTR retention rates sit at 53% against 48% for the private rented sector - a difference driven in large part by the service infrastructure that surrounds the homes, not just the homes themselves. Every percentage point of improved retention is a reduction in void periods, lettings fees and the re-marketing overhead that comes with churn.

Our experience across over 100 projects, points consistently to three moments where poor CX generates the highest cost:

Handover. Residents who arrive to a poorly finished home require more customer care resource, generate more defect notifications and are more likely to escalate. The cost of that resource is ongoing throughout the defect liability period.

The first six weeks. This is when resident sentiment is formed and when snag volumes peak. Schemes without structured aftercare processes disproportionately absorb cost and complaint volume in this window.

The defect liability period. Unresolved snags compound. A cosmetic defect that generates one call at week two, generates three calls by month three. Proactive defect management closes issues faster and at lower cost than reactive resolution.

On schemes where Conductor CX has implemented proactive quality assurance and structured customer care from pre-completion, the outcomes are measurable: a 90%+ reduction in snagging at handover and 100% net resident satisfaction at handover.

Those outcomes do not just feel better. They cost less. Fewer contractor returns. Reduced customer care call volumes. Faster defect liability period close-out. Lower reputational risk during the sales and lettings programme running concurrently on adjacent phases.

AI can predict. It cannot care.

The conversation about AI in customer experience has moved quickly from 'will it replace humans?' to something more interesting: 'what can it do that humans cannot, and what requires a human that technology will never replace?'

The answer has commercial consequences for every business that deals with customers. For residential property - where the product is someone's home, and the moment of delivery is loaded with financial and emotional weight - it matters more than most.

AI is genuinely useful in customer experience. Not as a novelty - as an operational tool that changes what a team can see and do.

Predictive maintenance is the most immediate application in residential: systems that analyse asset data to identify failure patterns before they become resident complaints. A heating system flagged as running outside normal parameters before it breaks is a maintenance visit scheduled proactively, not an emergency callout at 10pm.

Defect pattern recognition across multi-phase schemes is another. When AI surfaces the insight that a particular subcontractor's finishes are generating 40% of snagging calls across a multi-phase site, that intelligence shapes procurement and QA decisions on future phases in a way that manual analysis rarely achieves in time to be useful.

The Nextiva Customer Experience Trends Report puts a number on the appetite: 89% of respondents say positive customer service interactions require a balance between automation, AI and human connection. The key word is balance. Not replacement

A resident calls to report that their heating has failed for the third time in six weeks. The AI system has already logged the pattern, generated a work order and scheduled an engineer.

What it cannot do is hear the frustration in that call. It cannot make the judgement that this resident needs more than a repair - they need an acknowledgement, a conversation, a human being who understands that living without reliable heating is not an inconvenience, it is a daily disruption to a family's life. It cannot decide whether to escalate the relationship to senior management, offer a gesture of goodwill, or simply call back personally the following day.

This is not a limitation waiting to be engineered away. It is a structural feature of what trust between people actually is. PwC's research found that 32% of customers would stop doing business with a brand they loved after one bad experience. In residential, where the product is someone's home and the defect liability period lasts two years, a single badly handled complaint does not just lose a buyer. It generates the kind of sustained, vocal dissatisfaction that costs far more to manage than a well-trained human response would have cost to deliver in the first place.

The property sector is adopting AI more slowly than retail or financial services - and in some respects that is appropriate. The touchpoints that matter most in residential CX are not high-frequency digital interactions. They are low-frequency, high-stakes moments: the home demonstration, the legal completion call, the move-in day, the first time a defect is reported.

In those moments, technology can support the human - with the right information, at the right time, with the right context from previous interactions. It cannot be the human. The The same research found that 85% of customers say they would buy from a company again after a good experience. In residential, that loyalty translates directly into repeat client relationships, referrals and the reputation that drives sales velocity on future schemes.

AI will continue to improve. Prediction will become more accurate, automation more capable, reporting more sophisticated. None of that changes the fundamental dynamic: homes are delivered to people, experienced by people, and talked about by people.

The question for residential developers, investors and operators is not whether to adopt AI. It is whether the human infrastructure around it - the trained teams, the customer care frameworks, the judgement and empathy that no system replicates - is strong enough to deliver on the promises the technology enables.

Getting that balance right is not a technology decision. It is a leadership one.

The Snagging Crisis: Why Quality Assurance Is a Commercial Imperative, Not an Afterthought

In March 2025, the Home Builders Federation published its National New Homes Customer Satisfaction Survey. Buried beneath some promising stats was a less comfortable truth.

93.7% of new build buyers reported problems after moving in. More than a quarter reported over 15 snags.

Nearly every new home buyer in the UK encounters snags and defects after completion. The question is not whether snags and defects happen. It is who finds them, when, and what follows. 

The traditional model is reactive by design: quality inspections too close to practical completion, snagging lists compiled post-handover, defects reported by residents and logged for resolution. This model is expensive - not just in remedial cost, but in time, contractor relationships and resident trust.

For many buyers this is the largest financial commitment of their lives. When they arrive to find fifteen or more defects, the trust window is narrow. Post-completion remedial work means contractors returning to occupied homes, access coordination, formal complaints. The HBF's own conclusion is clear: to raise satisfaction further, contractors must reduce post-occupation defects and improve after-sales service.

What a “Customer Eye” Sees That a Site Team Doesn't

Site teams and main contractors provide excellent technical QA. But as projects approach practical completion, their frame of reference is necessarily delivery-focused. A customer arriving on day one sees the paint finish on the skirting board, the door that doesn't close cleanly, the shower that runs cold.

When Conductor CX embeds our QA service from the earliest stages - working alongside the main contractor, not after them - we add a perspective the delivery process cannot provide from within: the perspective of the person who is going to live there.

Across our projects, the pattern is consistent. Around 30% of snags are cosmetic; approximately 25% are MEP-related. Cosmetic defects are the most visible and the cheapest to resolve pre-handover. MEP faults - heating, ventilation, water pressure - are the ones that generate the most significant complaints, and are often only apparent under occupancy conditions.

Proactive, customer-led QA works. On schemes where we have embedded it alongside the main contractor, we have achieved:

100% net resident satisfaction at handover

These are not marginal improvements. They are the result of resolving issues before residents arrive, not after.

Every defect that survives to completion is a future liability. Every defect resolved before handover is a cost avoided - a contractor who does not return, a complaint never logged, a resident whose first experience is positive.

For build-to-rent investors and operators, the stakes are clear: a poorly finished home drives early renewals risk, generates maintenance overhead and undermines occupancy performance. A well-finished home, delivered to a resident who moved in smoothly, is the foundation of a tenancy that renews.

Satisfaction is rising and the New Homes Quality Code is raising the floor across the industry. But 93.7% of buyers still encountering defects is not a success story. It is a baseline the sector has normalised. Our Customer First Forum research found that only 40% of residential developers consider CX at the design or planning stage. Snagging is, in part, the consequence of that gap. 

The decisions made at design and fit-out stage - before a site team ever walks a completed apartment - are where the snagging bill is written. Quality Assurance is not a cost of delivery. It is a driver of commercial performance. Developers and operators who treat it that way will not just build better homes. They will build better businesses.

At our second Customer First Forum, we explored a theme that feels more relevant than ever: Competing on Experience.

At Conductor CX, we are championing a deeper look at how those involved in residential property can use exceptional customer experience, service and care as a true competitive edge. In a market where it is often hard to differentiate on design, amenity or specification - and with headwinds across the sector - how can we do better for the people who actually live in the homes we create?

Our Customer First Forum survey asked participants how well residential development competes on customer experience. The average score: 4.5 out of 10.

That number is both sobering and significant. Most people in the room recognised that CX matters - but acknowledged that the businesses they work in are still finding their way when it comes to embedding it consistently across the journey.

So, what is holding us back? When asked to identify the single biggest barrier to delivering great customer experience, two factors dominated:

64% of respondents cited either competing business priorities or budget constraints as the primary blocker - which tells its own story. CX is understood to be important; it is just not yet resourced and prioritised as if it is.

Siloed processes and teams (11%) and lack of leadership buy-in (11%) were the next most cited barriers - both structural, both solvable with the right commitment from the top.

The data on resident pain points is equally instructive. When asked about the most urgent issues for customers in residential property, the picture was clear:

Delays and unmet expectations (29%) and lack of transparency or communication (21%) together account for half of all responses. These are not product failures - they are experience failures. Poor aftercare and post-handover service (18%) rounds out the top three, which together with lack of transparency, maps directly to the phase where Conductor CX's work has the greatest impact.

Notably, 11% of respondents cited feeling like "just another number" rather than a valued customer - a qualitative signal that cuts to the heart of what great CX should prevent.

When we asked which industries do CX brilliantly, the results were unambiguous. Hospitality was named by 75% of respondents - far ahead of tech platforms and apps (25%), travel and airlines (21%) and retail (18%). Why hospitality? Because the best operators anticipate needs before they are expressed, personalise interactions without being asked, and resolve problems with both speed and humanity. 

They have built cultures where everyone - not just the front-of-house team - owns the customer experience.

As McKinsey has noted, 70% of purchasing decisions are based on how the customer feels they are being treated. The question for residential property is not whether this principle applies - it is how far behind we still are in acting on it.

The conversation at the Forum kept returning to a central question: if we already know CX matters, why has is it not considered sooner? The data suggests the answer lies less in awareness and more in prioritisation.

When asked what the biggest commercial benefit of investing in CX would be, the responses were telling:

54% identified stronger brand loyalty and advocacy as the primary commercial return on CX investment - more than three times those citing differentiation from competitors (18%) or higher satisfaction scores (14%). The sector instinctively understands that the long-term return on CX is relational, not transactional.

For many, the priorities that emerged from the discussion were consistent:

Embedding a customer-first mindset throughout the development lifecycle - not just at handover

Investing in the systems and tools that give teams real-time visibility and reduce friction

Tracking the right metrics - satisfaction, advocacy and loyalty - alongside the commercial ones

Building a culture where everyone, from site team to aftercare, owns the resident experience
